* development of regulation regimes including licensing structure, market dominance and regulatory remedies, pricing / tariffs control, interconnections, universal service, etc * contemporary regulation practices including ex post regulation, general competition law, regulation for convergence and next generation networks, etc * spectrum and radiocommunications regulation especially for new services such as BWA, mobile TV, etc (e.g. policy and practice in spectrum allocation, assignment, pricing and interference management) * solid exposure in commercial and strategy related consulting engagements including market entry, competition strategy analysis, formulation of corporate and specific functional strategy in telecoms related areas such as customer segmentation, marketing, services and products, pricing, etc
* minimum of 10 years’ experience in telecoms industry, along with good academic credentials, probably from a regulatory, engineering, economic, science or technology background * familiarisation with fixed and mobile network planning or operations with specialty in mobile and wireless telecommunications * basic knowledge in regulatory cost modelling * strong analytical, quantitative, problem-solving and communication skills are vital * the ability to present and discuss complex problems with senior management is essential * able to work on their own and expect develop into managing their own tasks and jobs * have first class writing and analytical skills * knowledge of general regulatory policies and practice is expected * have strong language capability in both Chinese and English * in-depth knowledge of the telecoms markets in the Greater China region * a willingness to travel and work overseas will be required
